Consequently, the concept of "unified movement" becomes fragmented, leading to a division of the collective identity into disparate entities. 

The fundamental assertion is that the method is of paramount importance, while the labor is regarded as merely living labor. This approach is in direct opposition to the dialectical method. Concurrently, the methodology of production is posited as not being labor; rather, it is considered to be a static entity in itself. Consequently, if the "method of production" is observed to incorporate labor or the labor force, it is deemed to be equivalent to slavery or unethical practices. This standpoint can be classified as either a Kantian perspective or an early Marxist viewpoint. The objective of this study is to provide a rebuttal to a comprehensive distortion of the late Marxist analysis of capital movement.

Consequently, the living labor expended on the novel production process and the accumulated past labor that has been actualized as a production method are dialectically congruent in essence.

It is evident that both essences are the product of newly acquired or accumulated knowledge, which is continually evolving and being refined. The conclusion drawn is that in-depth labor or the labor force is used as one of the major methods of production or service in the movement of capital. At this juncture, it is dialectically rational to dynamically perceive the sameness between labor or labor power and the "productive method" in nature. In essence, the totality of the movement and forms of capital can be ultimately reduced to the concept of labor or the labor force. In summary, contemporary media and online platforms predominantly present a distorted and superficial interpretation of Marxism, aligning it with a bourgeois framework. This approach is characterized by a paucity of depth and rigour in its treatment of the subject, which undermines its credibility and the potential for meaningful engagement with the complex ideas of this philosophical tradition. 

 

Within the Chinese-speaking world, the political left has demonstrated a profound misinterpretation of the relationship and positioning of "forces of production," "relations of production," and "mode of production." In summary, the "forces of production" can be defined as the overall power embodied by the "mode of production," rather than as something that is simply opposed to or separate from the "relations of production." The concept of "relations of production" can be defined as the property relations surrounding the means of production. The term is employed to elucidate and comprehend the concept of surplus value. The sole asset possessed by workers is their labor power. In contrast, capitalists possess past labor power accumulated through the labor market, as well as hired labor power purchased and deployed in individual labor processes. This encompasses the means of production, including both fixed capital and variable capital. It is therefore evident that capitalism is characterized by the concept of "dead labor exploiting living labor" and "the means of production exploiting the workers." The concept of "productivity" does not align with the notion of labor power. In order to provide a more precise definition, it is important to note that, at a certain stage of development, the productivity of a mode of production begins to clash with its existing relations of production. This clash does not constitute a parallel opposition. In other words, as the mode of production and its aggregate forces undergo revolutionary development, friction arises between them and the property relations ("relations of production") that constitute them, and the two become irreconcilable.

2. Utilizing Common Law and Global Finance

  • Under "One Country, Two Systems," Hong Kong retains its capitalistic legal system based on English Common Law.

  • Instead of deploying state-managed allocation, Hong Kong acts as the premier fundraising hub for tech companies. It uses its capitalist stock exchange (HKEX), venture capital funds, and lack of foreign exchange controls to attract global money to finance China's tech expansion (such as commercial space tech or biotechnology). [5, 6, 7, 8, 9] 

3. Protection of Private Property and Data

  • A core tenet of Marxist policy is the eventual socialization or state control of the means of production (including data and infrastructure).

  • In stark contrast, Hong Kong is positioning itself as an international data and tech hub by strictly enforcing robust private intellectual property (IP) protections and capitalist property rights, which are vital for international tech firms to operate securely. [10, 11] 

4. Government as a "Facilitator," Not a Controller

  • The Hong Kong government describes its economic philosophy as "capable government meeting an efficient market."

  • Its initiatives—like building the San Tin Technopole or funding AI research clusters—function like Western-style industrial policy (similar to the U.S. CHIPS Act or European tech subsidies) rather than Marxist central planning. The state builds the infrastructure, but private businesses take the risks and reap the profits. [12, 13, 14, 15] 

 

Summary

While Mainland China uses Marxist theory to explain how technology upgrades its socialist economy, it views Hong Kong as a vital capitalist tool. Hong Kong's job is to remain a free, open, and capitalistic international city that connects global capital with Chinese innovation. [16, 17, 18, 19, 20] 



Contradiction of Hong Kong Implementing the Marxist State Policy 


Even while executing the "new quality productive forces" initiative, Hong Kong is absolutely not Marxist.

 

The strategy is a classic example of "One Country, Two Systems" in action. While Mainland China frames the policy using Marxist theory, Hong Kong executes it through pure capitalism. Beijing expects Hong Kong to be a high-tech financial hub, not a socialist economy. [1, 2] 

 

Hong Kong remains fiercely capitalistic through several concrete mechanisms:

 

💼 Capitalist Financing, Not State Allocation

  • No State Command: In a Marxist system, the state decides which factories open and what they produce.

  • Market-Driven: In Hong Kong, private venture capital, angel investors, and the Hong Kong Stock Exchange (HKEX) decide which technologies win. The government merely offers Western-style tax incentives and matching grants to reduce risk for private businesses.

⚖️ Common Law and Private Property Rights

  • Marxism advocates for public or state ownership of the "means of production" (which now includes data and software).

  • Hong Kong strictly protects private property rights and intellectual property (IP) under its independent English Common Law system. This legal safety net is explicitly designed to make private tech billionaires and foreign multinationals feel safe investing their money here.

🌐 Free Flow of Capital and Data

  • A Marxist planned economy requires tight state control over currency and resources.

  • Hong Kong maintains zero foreign exchange controls. Money, data, and talent move freely in and out of the city. This openness is a core capitalist trait that allows Hong Kong to fund frontier technologies like commercial aerospace and biotechnology for the rest of China. [3] 

🏙️ Industrial Policy vs. Communism

  • Hong Kong’s current approach—such as funding the San Tin Technopole or building AI supercomputing centers—is often called industrial policy. [4] 

  • This is exactly what capitalist economies like the United States (via the CHIPS Act) or Singapore do. The government builds the sandbox, but private, profit-driven companies play in it. [5] 

 

Summary

Think of it this way: Mainland China is using a Marxist roadmap to upgrade its economy, but it needs a capitalist engine to help fund and connect that upgrade to the world. Hong Kong is that capitalist engine.
