Hong Kong Intelligence Report #45 - 'Reform' nullified? - Corporate Monopoly of Statutory Bodies

IMPORTANT
Reading member lists and profiles of statutory bodies of the establishment is to really understand hidden meaning of HK news, recent incidents and two-faced PR campaigns of the vested interests in this city.
Actual governmental law proposals are drafted and consulted with statutory bodies within the establishment not primarily the legislative council. Such as Hong Kong Trade Development Council and The Town Planning Board. In HKSAR, the government and its statuary bodies are true and real major lawmakers and policy practitioners. In practice, the only remaining political function of the legislative council is to read, follow and approve it financially while the most of individual proposals are basically just unrestrained 'recommendations.'
Title-holders in the Statutory Bodies are people who are really enjoying 'direct democracy' in the establishment of HKSAR. In fact, democracy does exist in Hong Kong. However the highest quality of DEMOCRACY is only available for those unfairly privileged figures from the ruling class.
As long as the revolving doors are freely open to the local vested interests, even 'genuine' universal suffrage of the legislative council and the chief executive or any other 'patriotic' 'democratic' progressive reform cannot make any significant difference to the status quo.
Not only notable 'lawmakers' (POLITICIANS) but also you can find some 'disappeared' 'missing' politicians in the statutory bodies. Even some anti-China rioter and oppositionists are occupying job titles of statutory bodies.
It is a surprising fact that ongoing 'purge' of 'opposition' figures excludes statutory bodies of HKSAR. As a result, the 'purge' is inadequately limited in the legislative and district councils while the vested interests / private interests / monopoly capital are ridiculously, enormously dominating titles in Statutory Bodies. One representative of private interests occupies at least 2 to 19 'full-time' titles of the statutory bodies simultaneously besides their own fields of executive or scholastic or legal or professional 'full-time' jobs in private sectors. This undeniably confirmed correctness of David Webb (1965-)'s analysis in 2010 yet any individual holding even 2 job titles in the establishment is ridiculous as one worker can only concentrate on one 'full-time' job. Thus it is about common sense of workers not about violation of 6-title rules. (1)
In general, statutory bodies are to manage governmental policies, operations and provide public services for society as part of the government, hence it should not be heavily dominated by private interests. Any private interest must be excluded from the 'public service' establishment in order to fully serve communities as governmental bodies. Public servants in real terms should fully dominate and operate all statutory bodies. Instead individuals from the private sectors should be excluded from the public sectors because private interests only serve private interests. In other words, the goal of capitalists is exploitation of surplus values of labours. Capitalists only seek their own benefits and profits at the cost of society. It is fatally wrong to let capitalists exploit public interests for their own private interests. The hijacked statutory bodies of HKSAR are just profitable tools for them.
Collusion of government officials and entrepreneurs (官商勾結)) means crony capitalism. Crony capitalism of HKSAR establishment is true and real. The situation above perfectly explains recent events in Hong Kong:
1. One of respected media REUTERS (in fact a member of HKGCC as Thomson Reuters Corporation; HKR0102) (5) exclusively reported 'With tighter grip, Beijing sends message to Hong Kong tycoons: fall in line' by Clare Jim and Farah Master on September 17, 2021. No matter what their intention was, the news politically created the highly positive atmosphere for upcoming 'reform' in Hong Kong. The most important thing on the news and its consequences is that the PR responses of the real estate oligarchs could have been and will only be the same with how they reacted to the news (read 東方日報A1:地產商願解樓荒 等政府鬆綁 ) on September 25, 2021. Furthermore , they just repeated exactly the same PR response to Xia Baolong's demand on July 16, 2021. In short, the Hong Kong oligarchs will react in the same way even though the pressure from the central government is true or not. And they did. It still does not deny the official demand / line of July 16, 2021.
2. Why the study on the statutory bodies is so important on this? Because it refutes lies and news propaganda of Hong Kong oligarchs and corporate media like Oriental Daily News. The nature of those pro-real estate oligarchic propaganda news, suggestions and opinions during this period is denial of social accountabilities of monopoly capital in this city. Instead, they tend to one-sidedly scapegoat the HKSAR government for everything while those private interests / business sectors / monopoly capital / oligarchs are also dominating the statutory bodies of the HKSAR government.
3. Hoarding land and housing properties for speculation is done by their dominated statutory bodies. Thus, real-estate oligarchs cannot scapegoat the entire HKSAR government for systematic postponement / sending around / derivarate time-consuming. On the contrary, real-estate oligarchs now are trying to hijack the 'reform' and momentum for profitable deregulation on the anti-speculation policy. For instance, deregulating the 'anti-speculation' land premium while those hypocritical real estate oligarchs are vowing to end rising housing prices by 'voluntarily supporting' the government. In other words, solving speculation of housing prices and real-estate stock prices by accelerating speculation? Moreover, skyrocketing housing prices automatically mean rising prices of everything in this city (artificially created, permanently maintained inflation).
3. 囤地,操控樓房供應(空置率極高)的炒樓炒股投機行為是由他們地產霸權/ 商界壟斷的法定機構來完成的。官商勾結的法定機構有系統地推遲/送來送去/派生耗時來維持高樓價政策,因此地產寡頭不能把整個香港特區政府當作代罪羔羊。相反,房地產跨行業寡頭勢力現在正在試圖劫持"改革"和當前氣勢,以利於放鬆反投機的管制。例如,放鬆或撤除針對'投機'的補地價政策及辣椒,而那些虛偽的房地產寡頭同時卻一再發誓要通過'自願支持'政府來增加土地樓房供應結束房價上漲。換言之,在實踐上,通過加速投機來解決房價和房地產股價的投機問題?即使真反中亂港禍港勢力地產霸權成功矇騙所有的大陸人,也仍然騙不了深受其害的所有的香港市民。
4. The DAB's proposal (September 23, 2021) of restructuring Transport and Housing Bureau and Development Bureau is the same proposal with Hong Kong oligarchs. Such as the direct representative of real estate oligarchs, Razack Ebrahim Abdul's proposal on July 15, 2021.
5. For both the HKNSL-related 'purge' and the 'anti-monopoly' reform, the statutory bodies should not be exempted. Otherwise, the result will be the opposite or distorted or even nullified.
6. The policy tendency of the central government on HKSAR is quite obvious if we see what is happening in Macau and on its monopolistic casino industry now. Bloomberg reported the news 'China’s Casino Crackdown Part of Quest to Transform Macau' on September 24, 2021. There is still no official comment on the REUTERS and Bloomberg reports from the central government.
7. The REUTERS's exclusive report of September 17, 2021 revealed some treacherous figures in the establishment. For instance, Lau Siu-kai, Leung Chun-ying and Carrie Lam publicly 'protected' Hong Kong oligarchs on this. Technically, they used 'two systems' against 'one country'. So called 'one country' means 'common prosperity.'
8. The ideal of 'common prosperity' should be shared with both Hong Kong and Macau in order to integrate themselves into the entire national economic development of China.
The aim of this article is to examine correctness of David Webb (1965-)'s analysis on the statutory bodies of HKSAR in order to accurately understand recent political and economic events in Hong Kong.
